Paul Cote first moved to the Rayford area in 1994 to the Imperial Oaks neighborhood; he now resides in Legends Ranch with his wife Shara and 3 children. In 1995, he was appointed as a Director for Emergency Services District #8. He now serves as Vice President for the Montgomery County Municipal Utility District #89. In March 2014, he retired from a 25 years career in the Fire Service. For the past 12 years, Paul has represented many clients as a licensed Realtor, conducting both Commercial and Residential transactions. He helped create the Rayford Road Civic Association because he felt our area needed greater representation. The Rayford Road Corridor grew so fast without any real concern of making sure all the pieces properly fit together. He believes it will take more than one voice to address the areas needs for improved access Roads, Schools, and Security in our area. For the sake of the area success, it’s important for us to have a means to engage each other. We can longer expect someone else to help us with addressing our needs. The RRCA is the unifying vehicle for us to be collectively heard locally, in Montgomery County, Austin and Washington.

Paul Alli has lived in the 77386 zip code since 2003 and resides in the Imperial Oaks community. Paul works in foreign language communications, and his company provides translation and localization services to multinational companies. Since moving to the Rayford area, Paul has served in several different capacities. He was a two-term president of the Imperial Oaks Park POA and has served on their board for five years. Paul also serves as director on the Rayford Road MUD board of directors. His involvement with local organizations has allowed him to make significant improvements to the area, especially in Imperial Oaks. He hopes that being a part of the Rayford Road Civic Association will allow developments and enhancements to the Rayford area.

Juan Galvan is a resident of The Estates of Legends Trace. He serves as the President of Montgomery County Municipal Utility District #88. He owns a Property Owners Association management business providing services to a number Property or Home Owner Associations in Harris and Montgomery Counties.


Brian Desilets 130Brian Desilets


Brian Desilets has lived in the Rayford Road area as a resident of Fox Run since 1983. He is married with two children, and he is an associate pastor of a local church and a self-employed accounting professional serving various governmental and private industries in the greater Houston area. He is committed to the transparency and accountability of governmental finances at all levels in our area. He also serves as the Vice President of the Board of Directors for Spring Creek Utility District and has also served a two year term as the treasurer on the Fox Run HOA. In serving the Rayford Road Civic Association, Brian hopes to achieve a sense of unity in our area and focus on addressing some of the issues facing our community, particularly mobility, security and economic development.

Jess Bailey 130Jess Bailey


Jess practices law in the Houston area and was the recipient of a Pinnacle Award from the Houston Intercontinental Chamber of Commerce 2012 Starlight Business Awards. She currently serves on several boards in the area including being the Director for the Texas Association of Environmental Professionals (TAEP). She believes a lawyer should be part of the team in making a business successful, not just an outsider to call after a problem arises. She hopes to bring that mindset to the Rayford Road Civic Association.
